The Richelieu Forum of Public Service “Human Rights in Ukraine: Optics of Change”

The Richelieu Forum of Public Service “Human Rights in Ukraine: Optics of Change” will be held on September 24-26, 2025.

The event is the main platform for international expert dialogue, exchange of experience, practices and trends on topical issues of increasing the efficiency of public governance and public service.

Participants of the Richelieu Forum will have the opportunity to discuss how the public service can guarantee human rights “here and now” – in the realities of war, transformations, reconstruction and digital changes – and become a reliable support for society, ensuring trust, protection and inclusion.

The event will also include an Integrity Forum and a seminar “State Without Barriers: Inclusion, Equal Opportunities and a Safe Environment”.

The Richelieu Forum will be attended by representatives of the Verkhovna Rada of Ukraine, the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, representatives of central executive authorities, other state bodies, local government officials, scientists, representatives of projects and programmes of the International Civil Service Commission and international organisations, representatives of higher education institutions, regional centres for advanced training, Ukrainian and international experts.

Organisers and partners of the event: the National Agency of Ukraine on Civil Service Issues, the Center for Adaptation of the Civil Service to the Standards of the European Union, the  High School of Public Governance with the support of projects and programmes of the International Civil Service Commission and international organisations.
