Since the beginning of the public administration reform in Ukraine, progress has been made in implementing new approaches to the development and functioning of the system of professional training for civil servants, heads of local state administrations, their first deputies and deputies, local government officials (hereinafter called public servants), and members of local councils.

An important event for the development and digitalisation of the vocational training system was the creation of the Knowledge Management Portal, a state specialised information and telecommunications system that expands the possibilities for proper vocational training, provides civil servants and local council members with convenience and access to free information services. Registered users of the Knowledge Management Portal have the opportunity to choose a training program based on their personal needs, apply for training under the chosen programme and, after successful completion of the training, receive a certificate of professional development.
Starting in 2022, the Knowledge Management Portal is used for the competitive selection of executors of the state order for professional training of civil servants, ensuring its openness and transparency.
Today, the NAUCS has effective advisory and consultative bodies - the Coordination Council for Professional Training of Civil Servants, Heads of Local State Administrations, their First Deputies and Deputies, Local Government Officials, Members of Local Councils, and the Expert Advisory Council for Approval of Professional Development Programmes, which includes reputable and well-known representatives of the expert, scientific and administrative elite in Ukraine and the international community.
An annual competition "Best Practices of Implementing Educational Innovations in the System of Professional Training of Civil Servants, Heads of Local State Administrations, their First Deputies and Deputies, Local Government Officials and Members of Local Councils" is held to select, reward and disseminate the best practices of educational innovations.
