Personnel management in the civil service

HR management in the public sector is a complex and multifaceted process. The efficiency and effectiveness of state authorities  and local-self government employees depends on how effectively various HR management technologies are implemented and operated. The capacity and professionalism of specialists responsible for HR management in state authorities and local-self governments are important. 

Therefore, one of the areas of public administration reform is the creation of effective and efficient human resource management services using modern HR management tools and methods.

In accordance with Article 18 of the Law of Ukraine "On Civil Service", the Human Resources Management Service (subdivision or separate body) ensures the exercise of the powers of the Head of Civil Service, is responsible for the implementation of the state policy on human resources management in the state body, recruitment of personnel, planning and organisation of measures to improve the level of professional competence of civil servants, documentation of entry into civil service, its progress and termination, and performs other functions provided for by law.

The main tasks, functions and rights of the human resources service are defined in the Model Regulation on the HR Service of a Government Agency, approved by Order of the NAUCS of 3 March 2016, №47.

In order to discuss problems and challenges in the implementation of the civil service reform, to disseminate best practices in HR management in government agencies, and to develop practical recommendations, a consultative body, the Council on HR Management under the NAUCS, was established and is effectively functioning (Order of the NAUCS of 7 December 2017, №248, as amended).The Council includes authorised representatives of HR management services of central executive authorities, regional councils, and winners of the All-Ukrainian competition "Best Practices in Human Resources Management".

In order to promote the implementation of best practices, experience in the field of human resources management in the public service and the popularisation of modern tools and technologies of HR management in state authorities and local self-government bodies, NAUCS organises an annual All-Ukrainian competition "Best Practices in Human Resources Management". HR departments and HR specialists of state and local self-government bodies are invited to participate in the competition.

In addition, a project for the development of personnel management specialists of public authorities was launched - HR workshop. The program is practice-oriented, so the participants of the training program will have the opportunity to familiarize themselves with the practical experience of Ukrainian and foreign colleagues, get mentors, and also prepare their own projects on the development of personnel management tools for the bodies in which they work.
