HR Workshop has started as part of the Systemic Approach to HR Management in the Public Service training programme
posted 13 July 2023 19:50

Today, 13 July, the HR Workshop has started as part of the Systemic Approach to HR Management in the Public Service training programme.  For three months, representatives from 35 public authorities will be studying the best HR management practices. 70 HR professionals from state and local authorities have already graduated from the programme.

According to Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, the programme has been successfully implemented for three years.  "This year I was impressed by the geography of the programme participants. These are representatives of central executive authorities and local governments from all over Ukraine. There are also employees from the temporarily occupied and frontline territories of Ukraine, namely: Bakhmut, Mariupol, Volnovakha, and Pokrovsk. This demonstrates their desire to learn, develop professional skills and formulate a high-quality HR management policy in their bodies," said Nataliia Aliushyna.

According to Ugis Siks, Head of the EU-funded Project "Support to comprehensive public administration reform in Ukraine" (EU4PAR), HR professionals are the architects of building a successful civil service.  He also noted that the success of changes in the civil service lies in the collective spirit, motivation, competencies, skills, and dedication of public servants to their chosen work.

The training programme includes 5 modules. For 3 months, participants will gain new knowledge and study the main components of the HR management system, work on team projects that they can use in their work. They will focus not only on learning the theoretical basics. Participants will have a lot of workshops to help them consolidate their new knowledge. The first training module will take place on 13, 14, 20, and 21 July and will focus on building a human resources management system in the public service. Among the speakers who will share their experience are: Nataliia Aliushyna (Head of the NAUCS), Olga Horbanovska (Head of People Advisory Services at EY Ukraine), Olga Prokhorenko (HR consultant, mentor), Lilia Bushyna (former HRD of Ukrposhta), Andrii Matsokin (Editor-in-Chief of the publication "Legal Practices").

The HR Workshop training programme is designed for human resources professionals who are ready to implement changes in their state and local governments. The programme is implemented with the support of the National Agency of Ukraine on Civil Service, the Reform Support Team of the Ministry of Economy of Ukraine (operating under the Ukrainian Reform Architecture project), EU4PAR and the Higher School of Public Administration.
