Nataliia Aliushyna: We are ready to resume competitions for civil service

Nataliia Aliushyna, the Head of the National Agency of Ukraine on Civil Service (NAUCS), says that today there are all technical and organizational capabilities to resume competitions in all state bodies.

"Nothing prevents us from organizing competitions right now. We are ready, including competitions for category A positions. The shelter of our assessment center provides the opportunity to pass a full cycle of testing, including for knowledge of legislation and a foreign language. We tested the system during the COVID-19 pandemic, when we conducted a competitive procedure, including online. I believe that it is technically and organizationally acceptable to resume competitions in all state bodies. We are ready to provide both offline and online procedures. It is only necessary to amend the law "On the Legal Regime of Martial Law," - Nataliia Aliushyna said in an exclusive interview with Interfax-Ukraine.

According to the Head of the NAUCS, First Deputy Chairman of the Verkhovna Rada Oleksandr Kornienko also supports the position of the National Agency.

"I should note that we regularly communicate on this topic with our European partners. They insist on the expediency of resuming civil service competitions, believing that this is a step to transparency and strengthening human resources in the public sector. I hope that the relevant decision will be made," she added.

When asked whether the system will be able to cope with closing all temporary positions that have been hired since the beginning of the war after the resumption of competitions within the established timeframe, the Head of the National Agency said "yes".

"After the resumption of competitions, according to the law, there will be six months to announce them for all positions in state bodies that were hired by selection. In general, such employees will be able to hold their positions after the end or cancellation of martial law for a year," Aliushyna added.

The Head of the National Agency said that in 2022, 20,297 people were hired during the period of martial law, and as of July 2023, another 18,519 specialists were hired.

"Of course, not all of them stayed to work. Some have already resigned," she said.
