On 30 November, a meeting of the Coordination Council for Public Administration Reform was held. The Head of the National Agency of Ukraine on Civil Service, Nataliia Aliushyna, analysed the progress of the remuneration system reform. In particular, the results of the classification of positions in government institutions, the status of preparation of the salary structure based on the classification, as well as the remuneration conditions in 2024 were discussed.
According to the Head of the Agency, the NACS processes, summarises and approves the results of the classification of positions. The classification results are subject to verification regarding compliance with the Catalogue requirements. As of today, half of the planned for 2023 has been completed. The verification and finalisation of the information is still in progress.
According to Nataliia Aliushyna, most government institutions completed the classification on time. The audit identified some typical mistakes. This indicates the need to develop standard training programmes. There is also a need to improve the Catalogue and classification methodology. Amendments to Resolution No. 1109 are already being prepared for 2024, based on the experience of 2023. There is an urgent need to automate the classification of positions in government institutions and to process and summarise the results.
A special aspect is the preparation of the civil service salary structure based on classification. Given the signing of the State Budget Law for 2024, the NACS has prepared a Salary Structure considering the types and jurisdiction of government institutions, families and levels of civil service positions.
The Agency also proposes to approve the list of positions that should be classified as corresponding to the relevant levels of positions provided for in the Catalogue. This will help to preserve existing positions, introduce uniform approaches to their application, and standardise the assignment to levels. On 23 November, the NACS sent the relevant draft act for approval to the regulatory ministries.
As a result, the Coordination Council decided to finalise and submit to the Government for approval the structure of salaries for civil service positions, considering the classification of positions.
