With the support of the Prime Minister of Ukraine Denys Shmyhal, a political decision was made to implement the reform of the civil servants' remuneration system in 2024. This was agreed upon at a meeting with government officials and people's deputies chaired by the head of the Government, where the introduction of a new system of payment of civil servants was discussed.
The goal of the reform is to ensure the principle of justice for all civil servants, to get rid of conditions for abuse and to increase the state's competitiveness in the labor market. First of all, we are talking about the introduction of uniform approaches to remuneration based on the classification of positions.
"By strengthening the weight of the official salary in the salary, we will eliminate abuses in the calculation of additional payments and bonuses. This will reduce disparities and ensure a fair principle in setting the salaries of civil servants. The introduction of a competitive payment system is the only solution capable of stopping the laundering of personnel from the public sector to donor and business projects," - Nataliia Aliushina, Head of the NAUCS, noted at the conclusion of the meeting.
The Parliament is planning to approve draft law №8222 in December this year. Thanks to the combined efforts of the NADS, the Ministry of Finance, and the SKMU, in the coming months it is planned to carry out the classification of civil service positions and to develop the terms of payment of civil servants based on the classification of positions.
