As the coordinator of TAIEX implementation, the National Agency of Ukraine on Civil Service is making efforts to ensure that it works effectively and efficiently. This includes supporting government institutions in preparing applications, identifying priority areas of cooperation, and providing methodological assistance. As a result, government institutions are more actively using their capabilities to develop their institutional capacities.
This was stated by Nataliia Aliushyna, the Head of the National Agency of Ukraine on Civil Service, during a meeting of the Working Group on Coordination of Implementation of TAIEX Instruments in Ukraine.
"In 2024, there was a significant increase in interest in attracting European experience. For example, more than 200 applications for study visits, expert missions and seminars have been submitted under TAIEX for 2025. This indicates a real need to adapt national legislation and management processes to EU standards. Legal harmonization with the EU, public administration reform, implementation of anti-corruption mechanisms, development of environmental legislation, energy, transport and digital transformation remain among the priority areas," Nataliia Aliushyna said.
The increase in the number of events in the format of study visits allowed civil servants to gain direct access to the best practices of European countries. The Head of the National Agency also noted that the quality of TAIEX applications is also improving. This indicates the growing experience of government institutions in working with this tool. The members of the working group have reviewed the draft Plan for attracting external assistance from the European Commission under the TAIEX institution-building instrument for 2025 and provided their recommendations.
The high level of work and effectiveness of coordination of the implementation of TAIEX instruments in Ukraine were noted by Henrik Huytfeldt, Acting Head of Cooperation at the Delegation of the European Union to Ukraine, and Anna Strashuk, Assistant Head of Cooperation, TAIEX Program Coordinator at the Delegation of the European Union to Ukraine.
The TAIEX instrument is a key mechanism of EU institutional support for the integration of European practices into the activities of Ukrainian government institutions. Its advantages are flexibility and speed in providing expert support. This factor makes it possible to respond promptly to urgent challenges, provide high-quality advice, and facilitate the development of legislation in accordance with the EU acquis.
