The Head of the National Agency of Ukraine on Civil Service, Nataliia Aliushyna, met with the Deputy Chief of the USAID HOVERLA Project, Marjan Jukic. The Head of the NAUCS outlined joint projects implemented with the USAID-funded Governance and Local Accountability (HOVERLA). Most of them relate to the implementation of the new version of the Law of Ukraine "On Service in Local Self-Government Bodies" (Law No. 3077).
In particular, the project experts are members of the working group on the development of bylaws provided for by Law No. 3077, as well as the Coordination Centre for the implementation of the Law.
In addition, in May, at a joint roundtable with the National Agency, experts discussed the implementation of Law No. 3077 and possible ways to resolve the issue.
Project representatives are also members of the Expert Advisory Council under the National Agency for the approval of training programs for civil servants, heads of local state administrations, their first deputies and deputies, local government officials, and local council members.
Possible joint projects were discussed as part of further cooperation. In particular, the development of an interactive map of training activities of international technical assistance projects and programs for local government officials and civil servants. This will help to coordinate efforts and avoid duplication of topics, as well as to control the quality of the prepared training programs.
They also talked about researching the quality of training activities for local authorities and civil servants. They also discussed the implementation of the Roadmap for the implementation of Law No. 3077, in particular, the development of an interactive commentary on the Law.
Marjan Jukic noted the effectiveness of the joint work with the National Agency and expressed hope for its continuation.
