"Professionalism, responsibility and integrity remain the key values of public servants. The results of the relevant surveys show this," said Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, at the roundtable "Transformation of the Public Service Culture: 5".
For the fifth time, the NAUCS gathered experts from the civil and public sectors to find out what changes the organisational culture of the civil service has made. This year, the experts discussed research based on the results of the surveys "Civil Service in Ukraine: Your Point of View" in 2020, 2021 and 2023.
"The culture of public service is important. It is the foundation of any public authority and one of the determining factors in attracting young people and retaining the best specialists. It is important to note that professionalism, responsibility, integrity, respect for dignity, human rights and freedoms, and service to the state have remained the unchanging values of the public service in recent years," said Nataliia Aliushyna.
According to the Head of the Agency, the transformation of the organisational culture of the public service is a factor of further changes in the public sector. They are based on the values of serving the people, results orientation, initiative and innovation, open communications, and barrier-free access.
Nataliia Aliushyna identified the main trends that can be traced back to the results of surveys of civil servants in 2020, 2021, and 2023.
During the three thematic panels, experts discussed challenges in organising the work of public authorities, ways to ensure communication among public servants, and building their readiness for change.
The event was organised by the NACS and the Centre for Integrity in the Defence Sector (CIDS) at the Norwegian Ministry of Defence.
