Nataliia Aliushyna participated in a bilateral meeting between Ukraine and the European Commission as part of the official screening of the compliance of Ukrainian legislation with EU law under negotiating chapter 22 “Regional Policy and Coordination of Structural Instruments”

On September 29, Ukraine opened bilateral screening meetings with the European Commission under the final negotiating chapter, which lasted from September 29 to 30 and are the final ones within the framework of the screening of Ukrainian legislation with EU law. The screening results will determine and record the level of Ukraine’s readiness and its further obligations within the framework of the EU accession process.

The Ukrainian delegation, headed by the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine – Chief Negotiator Taras Kachka, also includes the Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna.


The screening session in Brussels, which took place today, was dedicated to the negotiating chapter 22 "Regional Policy and Coordination of Structural Instruments".

The Head of the NAUCS, within the framework of the "Administrative Capacity" block, presented to the European Commission issues related to public service and human resources management, and also outlined further steps and tasks, in particular at the regional level. In particular, the focus of attention is on the issues of improving the procedure for entering the civil service and local government bodies, attracting young people to public service, adapting veterans, and the mechanism for assessing the performance of civil servants and local government officials. The reform of the civil servant remuneration system based on job classification was also discussed. Separately, Nataliya Alyushyna focused on the issue of professional training of civil servants, in particular in regional training centers. After all, administrative capacity is largely ensured by the professionalism of personnel.
