For the NAUCS, it is important that barrier-free public service is a reality, not a phantom. That's why in 2023, we developed the Guidelines for creating barrier-free workplaces. And we are doing everything we can to ensure that public institutions provide proper working conditions for all citizens, including those who defended the territorial integrity of the state.  This was stated by the Head of the NAUCS, Nataliia Aliushyna, at the opening of the workshop "Monitoring the Implementation of the Action Plan for 2025-2026 on the Implementation of the National Strategy for Creating Barrier-Free Space". 

The Head of the National Agency noted among the achievements of the NAUCS the preparation of the recommendations "Barrier-Free Public Service" and "Guidelines for HR professionals on the adaptation of veterans in the workplace". 

Nataliia Aliushyna said that the implementation of the policy of non-discrimination, accessibility and inclusion in the public service requires the appropriate competencies of public servants. In this regard, the High School of Public Governance has developed and is implementing 11 thematic training programs in 2023-2025. This is part of the action plan for the implementation of the Strategy. In total, 4,096 public servants have been trained under these programs, and 642 this year. The Head of the NAUCS also noted the development of the program "Barrier-Free Policy Formulation and Implementation" as an important achievement of the High School, which in March 2025 trained 38 category A civil servants.  

Nataliia Aliushyna focused on the joint project of the NAUCS, the High School of Public Governance and the Advisor to the Presidential Commissioner for Barrier-Free Environment to prepare the program "Written Communication of Public Servants: Simple Language and Easy Reading." She noted that this year the High School organized a pilot training for 20 civil servants under this program. 

According to Nataliia Aliushyna, such training reduces barriers in the workplace and increases productivity and efficiency. 

The event was attended by Advisor to the Presidential Commissioner for Barrier-Free Environment Tetiana Lomakina, Deputy Minister of Community and Territorial Development of Ukraine Nataliia Kozlovska, representatives of UNDP and the RFA project.
