The salary case and the reform of the civil servants' remuneration system were the main topics of the meeting between Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, and Sarah Longbrake, Economic Affairs Officer at the US Embassy. 

Nataliia Aliushyna spoke in detail about the preparation of the reform, its prospects and the necessary steps. She noted that the basis of the reform is draft law No. 8222, which was adopted in the first reading in July 2023. The document is currently being prepared for the second reading in the Parliament. According to the Head of the National Agency, this document lays down the foundations of a new remuneration system based on professionalism, efficiency, responsibility and personal contribution of each employee. 

They also discussed the current state of affairs because the Government decided to introduce new remuneration conditions for civil servants in 2024 based on the classification of positions defined in the Law of Ukraine "On the State Budget of Ukraine for 2024". To this end, government agencies at all levels have classified positions, which made it possible to introduce remuneration under the new conditions from 1 January 2024. Nataliia Aliushyna said that this is only the first step in the reform. The actual complex reform will come into effect after the key piece of legislation - draft law No. 8222 - is adopted and comes into force.

The participants of the meeting also discussed the importance of expanding cooperation in civil service reform, in particular in the area of integrity.
