The National Agency of Ukraine on Civil Service (NAUCS) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH will continue cooperation in the field of public service development.
This was discussed during a working meeting of the Head of the National Agency Nataliia Aliushyna with representatives of GIZ.
According to Nataliia Aliushyna, the main challenges now are the restoration of competitive procedures for entering the civil service, and the improvement of the regulatory framework following the SIGMA Principles of Public Administration. In addition, it is important to build the state's brand as an employer and attract personnel to the public service.
"In 2024, the NAUCS will continue to work on the formation of an organisational culture of the civil service based on the values of achieving results, responsibility, innovation, open communication, and barrier-free access. At the same time, we will work on strengthening institutional capacity, openness and transparency in civil service reform, including the development of a list of activities that will facilitate the rapid and high-quality adaptation of employees who have experienced war," said the Head of the Agency.
An important question is the remuneration of civil servants based on job classification. The introduction of new remuneration standards will bring Ukraine closer to European standards of public administration.
