The Head of the National Agency of Ukraine on Civil Service, Nataliia Aliushyna, took part in the Steering Committee meeting of the Recovery for All project on 21 April.

The meeting focused on the results of cooperation and further steps in transforming the civil service. The key priority is the transition to a results-oriented, accountable and high-quality public governance model.

“Today, public administration is expected to deliver not just processes, but fast, high-quality and responsible results. This changes the role of a civil servant - they become a manager who thinks strategically and acts proactively.”

A key focus was placed on the institutionalisation of learning. NAUCS, together with RFA, is moving from formal training to a systemic approach where learning is integrated into daily work and directly influences decision-making. New development formats are being introduced, including case-based learning, management simulations and analysis of real policies.

One of the most significant outcomes of this cooperation is the School of Strategic Leadership for senior civil servants (Category ‘A’). The programme develops strategic thinking, the ability to work with uncertainty and to make decisions considering long-term impact.

“We are shaping an approach where learning becomes a continuation of managerial practice. It works as a tool for change, not a formal requirement.”

Special attention was also given to the digital component. The ProjectUA system integrates all processes related to civil servants’ development - from training planning to performance assessment - and enables tracking of real impact.

Within this cooperation, initiatives such as “A Barrier-Free State” are also being implemented, integrating inclusiveness principles into public policy and decision-making.

The cooperation between NAUCS and RFA remains systemic and results-driven. NAUCS highly values the project’s support and the joint efforts aimed at advancing sustainable changes in the civil service.
