posted 25 October 2023 13:37

How the professional training of civil servants should change in the context of Ukraine's European integration. This was discussed during a roundtable meeting organised by the Parliamentary Committee on State Building, Local Governance, Regional and Urban Development jointly with the NAUCS, with the participation of MPs, representatives of state agencies, national and international organisations.

The Head of the National Agency of Ukraine on Civil Service, Nataliia Aliushyna, noted the importance of developing educational content for civil servants on a proactive basis.

"We are discussing a model of a system of professional training for public servants in the context of Ukraine's European integration processes. It is important to form this vision today. And the NAUCS is working in this direction. For example, the Law of Ukraine "On Service in Local Self-Government" for the first time sets out the requirements for professional training of local self-government officials. We are preparing to switch to professional training by family of positions in the context of the reform of the civil servants' remuneration system," said the Head of the Agency.

According to Nataliia Aliushyna, the Government's Priority Action Plan for 2023 provides for the development of a draft CMU resolution on the approval of an action plan for the development of a system of professional training for civil servants, heads of local state administrations, their first deputies and deputies, local government officials and local council members until 2027. The draft document, developed by the NAUCS, was discussed by the public and experts.

Priorities in the development of the professional training system:

  • cooperation in studying the European experience of public service and implementation of European practices in the activities of state bodies;
  • meeting the demand of civil servants for training on EU-Ukraine relations;
  • English language training for civil servants;
  • creating a culture of self-study, as well as a motivation for continuous learning.

Among the current trends in the professional training system, Nataliia Aliushyna noted English language learning, the introduction of new programmes for the senior civil service, and the provision of an individual professional development trajectory for civil servants of category A positions.

The event included several thematic panels. In particular, the institutional resilience of the system of professional training of civil servants in times of war, professional training of civil servants in the context of Ukraine's European integration. The role of international technical assistance projects (programmes) in the professional training of civil servants was also discussed.
