The Government approved the Resolution "On preparation for the introduction of the remuneration conditions of civil servants based on the classification of positions in 2024".
The document provides for the classification of civil service positions for the purpose of introducing a new remuneration model in 2024. In particular, the resolution approved the documents required for classification, in particular: Catalogue of Typical Positions and Algorithm for Classification of Civil Service Positions during Martial Law. The expected deadline for the classification is one month from the date of entry into force of the resolution.
The new remuneration conditions for civil servants for 2024 are set out in draft law No.10000. This resolution of the Cabinet of Ministers of Ukraine allows to start the mechanism of position classification. However, this should be seen as the first step towards introducing new approaches and changing the civil servants' remuneration system based on position classification.
At the same time, the legislative basis for the new model of the civil servants' remuneration system is the draft law on amendments to the Law of Ukraine "On Civil Service" on the introduction of unified approaches to remuneration of civil servants based on the classification of positions (No. 8222). In July 2023, the Parliament approved the draft law in the first reading. It is the cornerstone of the civil servant remuneration reform. This model should provide new approaches to remuneration based on position classification.
The draft resolution was developed by the NACS to implement the protocol decision of the Government of 01 September 2023 and paragraph 5 of the Protocol of the meeting chaired by the Prime Minister of Ukraine of 31 August 2023.
