The National Agency of Ukraine on Civil Service (NAUCS) and the Japan International Cooperation Agency (JICA) continue to cooperate on training civil servants under scholarship programmes.
This was discussed during a working meeting between the Head of the NAUCS Nataliia Aliushyna and the Head of the Ukrainian Office of the JICA Hideki Matsunaga.
"The NAUCS pays considerable attention to human resource development through the training of civil servants. We are happy to support projects that strengthen the institutional capacity of public authorities and improve human resources. These are the areas offered in JICA's training programmes," said Nataliia Aliushyna.
Today, cooperation with JICA includes training for civil servants on both short-term and long-term programmes. For example, since the beginning of 2024, 4 short-term programmes have been offered at Japanese training centres. In particular, in the areas of solid waste management, local government, water supply and sewerage, and auditing.
They also discussed the participation of Ukrainian civil servants in the JDS scholarship programme. This project aims to support human resource development in recipient countries by enrolling highly qualified young civil servants and others as JDS scholars in Japanese universities. They are expected to participate in the development and implementation of socio-economic development plans and become leaders in their respective countries. The project also aims to strengthen the partnership between the partner countries and Japan. The selection of candidates from the executive authorities to participate in the programme will begin shortly. The training will take place in stages from 2024 to 2027.
The NAUCS and the JICA will cooperate as part of the CMU Resolution No. 1028 of 10 September 2022 "On Approval of the Regulation on the Organisation of Professional Training of Civil Servants, Heads of State-Owned Enterprises, Institutions, Organisations at the Expense of International Technical Assistance and Other Forms of International Cooperation".
