NAUCS discussed organizational culture in Ukraine's public service with PGA and Stanford University experts

On March 25, a meeting was held with representatives of Stanford University and the Professional Government Association. The meeting was organized in an expanded format with the participation of members of the working group on the formation of organizational culture of civil service and service in local self-government bodies, and Ukrainian and international experts were involved.

In opening the meeting, Nataliia Aliushyna, Head of the NAUCS, thanked the participants for their interest in the NAUCS activities and long-term cooperation.

"We are grateful that today we have the opportunity to receive an objective assessment of our work from independent experts," said Nataliia Aliushyna.

She spoke about the NAUCS' activities together with the partners of the SIGMA Program and the Center for Integrity in the Defense Sector (CIDS) to develop an updated methodology for the survey "Public Service: Your Point of View", which will traditionally be held in 2025. The updated methodology will include questions about the impact of informal relations, the level of trust in public servants from the de-occupied territories, adaptation, performance evaluation, and others.

According to Nataliia Aliushyna, they are also considering not only a quantitative research, but also a series of interviews with public servants on the issue of organizational culture in the workplace. This year, CIDS supported the organization of the survey.

Experts from Stanford University, with the participation of the famous American philosopher, political scientist, economist and publicist Francis Fukuyama, presented the results of the analysis of the state of organizational culture in the public service in Ukraine for 2018 and 2023, which they conducted based on the data from the survey "Public Service: Your Point of View". They focused on comparing the results of the 2018 and 2023 surveys, in particular in the following areas: values of public servants, their level of job satisfaction, cooperation between colleagues, introduction of innovations in the public service, consequences of a full-scale war, ethics and corruption at work, choice between public service and the private sector, etc.

In addition, the experts provided recommendations on important aspects that should be taken into account when organizing a survey of organizational culture in the Ukrainian public service in 2025.
