Prospects for further joint work were discussed during a working meeting of the Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna with Maurits Forthaus, the Program Manager of the Hague Academy of Local Self-Government, and Kira Laverty, legal counsel of UpRights. In particular, they discussed the training of specialists in transitional justice. They also talked about implementing integrity policies in the public sector.
Nataliia Aliushyna noted the many years of fruitful cooperation with the Hague Academy of Local Self-Government. In particular, since 2018, the issue of integrity and good governance practices in Ukrainian state institutions has been a focus of attention. A number of professional development trainings were organized for representatives of ministries and other government institutions on the development and implementation of public sector integrity policies, as well as trainings for trainers. Training sessions were held on promoting public sector integrity, change management, networking and coordination, and a study visit to the Netherlands was organized. As part of the cooperation, an online course and a guide have been prepared and have already been integrated into the system of professional development of public servants. There is also progress in the training of transitional justice specialists. An online course on transitional justice has been developed, which includes seven specialized training modules. The course is available on the online platform of the High School of Public Governance. 16 trainers were trained to implement transitional justice training programs. Two professional development programs have also been developed, with about 200 civil servants trained. Given the significant results, the NAUCS and the Hague Academy of Local Self-Government will continue to implement the projects launched.
On March 27, in Kyiv, the conference “The Role of Transitional Justice in Ukraine: National and Local Dimensions” was held. The conference included several thematic panels on transitional justice in Ukraine, support and compensation for victims, documentation for prosecution and memorialization.
