The National Agency of Ukraine on Civil Service (NAUCS) increases the capacity of civil servants in strategic planning in accordance with the Results-Based Management (RBM) methodology.
To this end, the NAUCS, with the support of the SURGe project, is introducing relevant RBM information and analytical tools in the civil service, in particular, the PROJECT UA software product.
The application of Results-Based Management (RBM) principles and tools allows achieving specific measurable results of the implementation of public policies and reforms that meet the needs of the society.
This is a digitalized methodology for strategic planning, monitoring and evaluation used by governments around the world (Canada, Sweden, Switzerland, the Netherlands, the UK, New Zealand, etc.), as well as international organizations (UN, World Bank, IMF, International Red Cross, etc.).
"Today, making effective management decisions requires the use of modern information technologies. This ensures the completeness and timeliness of information display of processes, the possibility of their modeling, analysis, forecasting, etc. The RBM methodology is already part of the NAUCS management, in particular, we use the PROJECT UA IT tool for strategic planning of the Agency's activities for 2023-2025. We have already experienced the benefits of using RBM principles. These include, for example, the ability to define specific and measurable performance results, effective planning and implementation of public policy, comprehensive coordination of strategic plans, monitoring of reform progress, etc. We are ready to share our experience with other government agencies. After all, all civil servants should have effective management technologies. I am convinced that in the near future the entire public sector will work according to the RBM methodology," - said Nataliіa Aliushyna, Head of the NAUCS.
Currently, the users of the PROJECT UA IT system, in addition to the NAUCS, are the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Office of the Commissioner of the President of Ukraine for the Barrier-Free Environment. Soon, the RBM methodology will be implemented in 15 more ministries and other central executive bodies of Ukraine.
In addition, the Higher School of Public Administration has already launched a special program to improve the skills of civil servants in strategic planning based on the RBM methodology "Result-Oriented Management." So far, more than 100 civil servants have completed such professional training at the School.
