The draft law on the introduction of unified approaches to remuneration of civil servants based on job classification was approved by the Parliament in the first reading. 281 MPs voted in favor.
Nataliia Alyushyna, Head of the NAUCS, said this following the results of the plenary session of the Verkhovna Rada of Ukraine on July 28, 2023.
"Today is an important day for civil servants: the draft law on the remuneration system reform has been approved in the first reading. This is a fundamental step, because the document is key to the implementation of this reform. Our goal is to create a transparent, clear and fair system of remuneration in the civil service. Injustice in the calculation of salaries in the public sector, especially at the district level, is often the reason for dismissals. Instead, the reform of the civil servants' remuneration system will stop manipulations with salaries, including artificially keeping vacancies, increase the state's competitiveness in the labour market and generally change stereotypes about the civil service", - Nataliia Alushyna said.
Main points of the draft law:
Adoption of the draft law will allow Ukraine to fulfill its commitments to the international community. After all, the draft law is one of the priority areas of adaptation of Ukrainian legislation to EU legislation, is regulated by WTO norms and principles, and relates to Ukraine's commitments under the Council of Europe and the Association Agreement.
