On February 7, the Head of the NAUCS Nataliia Aliushyna took part in the XXXI meeting of the Coordination Council for Public Administration Reform chaired by the Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov.
During the event, the Monitoring Report of the SIGMA Program (a joint OECD-EU Support for Improvement in Governance and Management) on compliance with the Principles of Public Administration was presented.
The SIGMA report is a guideline for further improvement of the public administration system and contains an assessment of both the preconditions for effective public administration (quality of laws, policies, institutional capacity and procedures) and how governance works in practice. The last such assessment was conducted in 2018. The SIGMA program specializes in helping Central and Eastern European countries modernize their public administration systems and plays a key role in preparing candidate countries for EU accession.
The event was also attended by the First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Kornienko, the Head of Cooperation at the EU Delegation to Ukraine Stefan Schlöning, SIGMA Program Manager Gregor Virant, MPs of Ukraine, representatives of the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, NGOs and others.
At the end of the Coordination Council meeting, it was decided to take note of the Report on the state of affairs in the public administration system of Ukraine; ministries to prepare and submit to the Coordination Council proposals for the implementation of the SIGMA Program recommendations; ministries to prepare and submit to the Coordination Council proposals for optimizing the structure of the ministries' apparatus.
