For the fourth time, the NAUCS, in cooperation with the Project "EU4PAR", the Reform Support Team of the Ministry of Economy of Ukraine, and the High School of Public Governance, organized an HR workshop. This is a training event for representatives of HR departments of public institutions.
"During this time, 105 HR employees of government bodies have already completed the HR workshop. This is a community of like-minded, motivated professionals who care about the future of the public service. The HR Workshop is a platform where professional trainers and participants share their experience and new approaches to HR management," said Nataliia Aliushyna, Head of the NAUCS, opening the event.
She noted that HR management actually plays a critical role in the effective functioning of public administration. "We are forming a public service based on European principles, which means a professional, honest, politically neutral civil service that is merit-based and citizen-oriented. HR must understand the risks in managing and forming a team. We are now seeing a total depletion of people. This affects not only the performance of public authorities, but also, in particular, staff turnover," Nataliia Aliushyna said.
Ugis Sics, EU4PAR Project Leader, formulated three arguments about the importance and prospects of working in the civil service:
1. Ukrainians are going through a difficult time. The situation creates negative stress on people. HR representatives have a unique role to play in the country's revival and in helping organizational leaders overcome challenges. Institutions that have better leaders and better HR people will be more resilient and sustainable.
2. The civil service needs human resources to help the country achieve its goals. An important area is European integration, where government institutions play a crucial role. Another challenge is the struggle for talent in the labor market. It is also about bringing people back from abroad to work, including in the civil service.
3. Graduates of the HR workshop must become an active part of the professional community and make a significant contribution to the development of HR policy in the civil service.
"The idea of the HR workshop is to create and develop a community of professionals who support each other and are agents of change in their field and across the country," said Iryna Murodshoieva, Senior Project Manager of the Public Administration Reform.
The HR workshop will be held online. During the training, recognized experts will teach author's modules covering the topics of leadership, interaction between HR representatives and managers, and the development and implementation of HR strategies.
