The Government supported the draft law that restores the competitive procedure for recruiting civil servants

The Government supported the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Resumption of Competitions and Improvement of the Procedure for Entry, Passage, and Termination of Civil Service”.

The act was prepared to improve the procedure for entry, passage, and dismissal from civil service, as well as to resume competitions for civil service positions following the indicators of the Plan of Ukraine for 2024-2027.

Ukraine's plan provides for Reform 2 “Civil Service Selection Procedure.” Implementation of this reform requires that legislation comply with OECD (SIGMA) public administration principles regarding selection procedures based on professional competencies for all civil servants.

The draft law also provides for the introduction of new modern tools for personnel management in the civil service, in particular, a personnel and candidate reserve, civil servant adaptation, and internal competition, aimed at making effective management decisions;

the introduction of mechanisms for the career advancement of civil servants; the introduction of priority for veterans when entering civil service positions, provided that candidates have equal professional competence; the consolidation of political impartiality, political neutrality, and increased professionalism of the Commission on Senior Civil Service Issues, etc.

"The draft law approved by the Government aims to ensure the development of an honest and meritocratic public service. We held a lot of consultations and discussions during the preparation of the draft law, in particular with representatives of SIGMA and DG ENEST. We are now looking forward to continuing our thorough work with the parliamentary corps. This draft law is important not only because it reinstates the competitive procedure, but also because it is designed to transform approaches to many human resource management tools. We need to demonstrate how modern HR practices can change the approach not only to recruitment for civil service positions, but also to support and retain the best specialists.  As for the competitive procedure, which has long been awaited, it will comply with European standards and principles of public administration, in particular, in terms of professionalisation and depoliticisation of the selection procedures for candidates for category “A” civil service positions," said Nataliia Aliushyna, Head of the National Agency on Civil Service.
