The Head of the NAUCS Nataliia Aliushyna and the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Matsuda Kuninori signed an intergovernmental agreement on granting the Government of Ukraine a grant for the implementation of the project "Scholarship Program for Human Resources Development"
"Today we have signed an extremely important intergovernmental agreement on a grant to the Government of Ukraine. This grant is for implementing the Scholarship Program for Human Resources Development and the Protocol of Discussions to the Agreement. We are confident that the project will contribute to the professional growth of Ukrainian civil servants and strengthen the partnership between Japan and Ukraine," said Nataliia Aliushyna, the Head of the NAUCS.
The document provides for the establishment of cooperation between the Government of Ukraine and the Government of Japan as part of the Human Resource Development Grant Program from the Japan Development Service (JDS). The cooperation will be implemented by accepting highly qualified, young civil servants from Ukraine as JDS fellows at Japanese universities, who will participate in the development and implementation of social and economic development plans. The JDS fellows accepted under the project will acquire expert knowledge, conduct research, and establish connections at universities in Japan. It is expected that the fellows will use the knowledge gained after returning to their permanent jobs to play an active role in solving practical problems of social and economic development.
Over the past two years, Ukraine and Japan have strengthened cooperation in the professional development of civil servants in Ukraine. Since November 2022, 23 short-term training programmes have been jointly implemented. 42 people have upgraded their skills in the areas of economic policy, corruption prevention, civil service human resource management, and digital policy. This year, a total of 24 training courses on local government, gender policy, state building, etc. were launched.
The Head of the NAUCS expressed gratitude to the people of Japan for their constant support of Ukraine since the beginning of the full-scale invasion.
"We believe in the power of friendship and our victory! And, of course, we highly appreciate Japan's efforts aimed at strengthening the capacity of Ukraine's public administration," Nataliia Aliushyna said.
She also noted the importance of signing the Memorandum of Cooperation between the Japan International Cooperation Agency (JICA) and the National Agency of Ukraine on Civil Service. The cooperation includes training of civil servants in short-term and long-term programs in various areas.
