The meeting with the representatives of the Embassy of Germany in Ukraine was held at the NAUCS

The Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna held a working meeting with Hannes Neugebauer, Political Adviser of the Embassy of the Federal Republic of Germany in Ukraine.

The parties discussed cooperation between Ukraine and Germany in civil service reform.

First of all, the Head of the NAUCS thanked the representative of the German Embassy in Ukraine for the long-term support of the Agency's initiatives, in particular by the German Agency for International Cooperation (GIZ). 

Nataliia Aliushyna spoke about the challenges faced by Ukrainian civil servants since the beginning of the war and the priorities currently in focus for the NAUCS. They are included in the Ukraine Facility Plan. These are the reform of the civil servants' remuneration system, the civil service selection procedure, and the digitalization of civil service and human resources management. 

This includes the introduction of a fair and transparent model of civil servant remuneration based on the classification of positions by functional area, the resumption of civil service competitions based on professional competencies, and the relaunch of the Unified Civil Service Vacancies Portal (career.gov.ua). In addition, the Human Resource Management Information System (HRMIS) is to be fully launched in all ministries and central executive bodies and their territorial bodies.

According to the Head of the NAUCS, the public administration sector in Ukraine is one of the largest employers in the country, with 158,091 active civil servants in all government institutions.

"The civil service faces significant challenges due to the impact of the war. Staff turnover in the civil service remains high. This has a negative impact on institutional stability and memory. We also understand the importance of veterans' return to civilian life. 4,078 civil servants are serving in the Armed Forces. Thousands more veterans are potential candidates for public service positions. We are already preparing adaptation programs for them," said the Head of the NAUCS.
