The Head of the NAUCS, Nataliia Aliushyna, named the challenges and factors of unethical AI in the civil service

The main challenges in implementing AI in the civil service are the insufficient level of digital competence of some officials, cybersecurity and ethical risks. For example, discrimination, bias of algorithms, and a lack of human control over critical decisions. This was stated by Nataliia Aliushyna, the Head of the National Agency of Ukraine on Civil Service, during the discussion panel ‘AI in Human Resources Management’ at the Human Resources Management Council of the National Agency of Ukraine on Civil Service. 

According to the Head of the Agency, the answer to challenges is knowledge, training and joint decisions. 

‘Any tool must be trained to be used. In our case, we need to tell a public servant about the benefits and risks of using it,’ Nataliia Aliushyna said. She noted that the NAUCS has developed, together with the Ministry of Digital Transformation and the High School of Public Governance, a Guide to Responsible Use of AI, which explains the basic principles of ethical use of AI and teaches the rules of digital hygiene.  

‘The next task is to prepare the relevant Handbook for HR departments. My colleagues are already formulating the key things that should be included in it and what HR services need to pay attention to,’ said Nataliia Aliushyna. She noted that education is the foundation of digital transformation, so the NAUCS focuses on the professional development of public servants.  

‘In 2024, the NAUCS approved seven professional development programmes on AI, and in the first quarter of 2025 - three more. The High School of Public Governance is actively involved in training officials in digital skills and the use of AI in practice,’ said the Head of the Agency. 

Nataliia Aliushyna identified five key factors to avoid unethicality in HR processes using AI. 

‘It is necessary to minimise biases through careful selection of training data, combine AI with human expertise, ensure transparency, train staff, and build trust through a responsible attitude to data and fairness of procedures. We must consider the consequences of our actions and decisions. Artificial intelligence is our powerful ally, but only if we use it responsibly,' Nataliia Aliushyna said.
