The National Agency of Ukraine on Civil Service (NAUCS) and the USAID HOVERLA Project are launching joint initiatives to implement the Law of Ukraine "On Service in Local Self-Government Bodies" No. 3077.
To discuss the cooperation programme, the Head of the NAUCS, Nataliia Aliushyna, met with representatives of the USAID HOVERLA Project, Gabriel Abraham and Halyna Semenets.
During the meeting, the Head of the NAUCS presented the Roadmap for the Implementation of Law No. 3077 "On Service in Local Self-Government Bodies", which contains three key areas: preparation of by-laws and methodological recommendations for the practical application of the procedures provided for by the Law; professional training of local self-government officials; and a large-scale information and explanatory campaign.
Representatives of the USAID HOVERLA Project expressed their support for the implementation of initiatives in each area of the Roadmap. In particular, expert support will be provided for the preparation of draft by-laws to Law No. 3077, and it is planned to organise and conduct information sessions and other training events for local government employees, local council members and community leaders on the basic principles of the newly adopted law. It also provides for the development of indicators for assessing the quality of in-service training and periodic external monitoring of the quality of in-service training of Ukrainian public servants.
In cooperation with the High School of Public Governance, new professional training programmes in the field of public service will be developed and certified, and the School of Mayors will be organised and held.
In addition, the parties discussed the possibility of developing and ensuring the functioning and administration of an interactive online commentary (website) on the implementation and introduction of the Law of Ukraine "On Service in Local Self-Government Bodies", which will contain active comments on the Law, all by-laws provided for its implementation and comments to them, standard templates of relevant documents, recommendations, methodological materials, experience of local self-government bodies with best practices, links to relevant resources and documents, the possibility of commenting, disseminating experience, creating relevant surveys and summarising their results, creating relevant dashboards, etc.
In addition, to attract young people to public service, and support their activity and career guidance, the Head of the NAUCS offered the HOVERLA Project to join the development of methodological recommendations on internships for young people who are not employed by local self-government bodies. The parties plan to hold joint informational and educational events for young people on the issues of integrity in public service, the role of public servants in the restoration of Ukraine, etc.
