We expect to start working on the draft law 6496 on amendments to the Law of Ukraine "On Civil Service" to improve the procedure for entering, completing and terminating civil service on the platform of the relevant Verkhovna Rada Committee. We plan to start preparing the concept of functional expansion of the Unified State Portal of Civil Service Vacancies and extend its capabilities to local self-government institutions. This was stated by the Head of the NAUCS Nataliia Aliushyna during a meeting with the Head of Cooperation at the EU Delegation to Ukraine Stefan Schleuning.
According to the Head of the Agency, the NAUCS is also working on the development of new legal and organisational principles for supporting public service in local self-government. A roadmap was prepared for the effective implementation of Law №3077. The working group is developing 11 regulatory acts and methodological recommendations provided for by Law No. 3077, with the involvement of the expert community in the discussion.
In addition, Nataliia Aliushyna informed about the progress of the reform of the civil servants' remuneration system based on the classification of positions. This reform is a step forward towards joining the Organisation for Economic Cooperation and Development, which will bring Ukraine closer to European standards of public administration.
The priority task is to continue the implementation of the Human Resources Management Information System (HRMIS).
The training system in the field of European integration is also not ignored. The need for civil servants to study general issues of European integration is quite high. For 2024-2026, almost 31,000 civil servants have identified their own need for such training. In 2024, more than 10,000 civil servants planned training on European integration topics. In total, about 100 professional development programmes on European integration are offered by various providers in the professional training system. In 2023, the High School of Public Governance implemented 18 professional training programmes and provided professional development for civil servants in the area of European integration.
Effective cooperation with the EU-funded project "Natolin4Capacity Building", implemented by the College of Europe in Natolin, is in progress. As part of the cooperation, more than 6,000 civil servants were trained on the educational platform "Natolin4Capacity Building" in 16 online courses on various aspects of the EU's functioning.
Stefan Schleuning highly commended the Agency for its work in supporting the resilience of the civil service and implementing reforms.
