It is important for the National Agency of Ukraine on Civil Service to promote integrity as a value among public servants. To do this, it is necessary to use innovative tools and study international experience and practices.
The formation of a culture of integrity in the public service was discussed during a working meeting between the Head of the National Agency of Ukraine on Civil Service Natalia Aliushyna and Peter Dimitroff, Director of the USAID Promoting Integrity in the Public Sector Activity (Pro-Integrity).
Nataliia Aliushyna presented the Agency's activities in this area. In particular, restoring the competitive selection procedure for civil service. The NAUCS has developed a resolution "On Amendments to the Standard Requirements for Persons Applying for Civil Service Positions of Category A" (No. 562 dated 02 June 2023). In particular, the requirement "Leadership" was supplemented with a new component: "creating a culture of openness and responsibility, a culture of zero tolerance for corruption".
According to the Head of the Agency, the transformation of organisational culture is systematically studied in the research "Public Service: Your Point of View". In the last few years, civil servants have identified professionalism (61.9%), responsibility (49.4%) and integrity (44.4%) as their main values.
Nataliia Aliushyna reminded that last year, as part of the Richelieu Public Service Forum, an Integrity Forum was organised for civil servants and local government officials. The event was supported by the USAID_VzaemoDia. Its goal is to promote integrity standards and build a virtuous image of Ukraine's public service.
Also, with the support of USAID, a Communication Strategy for Promoting Integrity in the Public Service was developed. In January, a training on "How to Communicate Integrity" was held for representatives of communication departments of state authorities, local governments, self-governing associations, etc.
