The NAUCS held a meeting with representatives of the UK Government on the adaptation of international training programmes on infrastructure development to Ukrainian realities

On 15 May, Nataliia Aliushyna, the Head of the National Agency of Ukraine on Civil Service, met with representatives of the Foreign, Commonwealth and Development Office (FCDO), PricewaterhouseCoopers (PwC) and Adam Smith International (ASI) - partners of the UK Government's Green Cities, Infrastructure and Energy Programme. 

The meeting was focused on discussing the possibilities of adapting international training programmes on infrastructure development to Ukrainian realities and public sector needs, in particular for the future reconstruction of Ukraine. 

According to Nataliia Aliushyna, Ukraine needs modern public administration tools in the context of a full-scale war and further recovery. That's why the NAUCS is working to implement the best international practices in the civil servants' training system. Ukraine's infrastructure reconstruction needs well-trained public sector professionals. 

Therefore, it is important to introduce modern approaches to investment project management, including those based on international standards. Representatives of the British side - Amanda Duff (FCDO), Franziska Kohler (ASI), Serhii Bilolypetskyi, Oleksii Yankovskyi and Yuliia Malkovska (PwC) - spoke about the standard of best international practices for preparing business cases for infrastructure projects - The Five Case Model, which is actively used by the UK Government to manage infrastructure projects. 

International training programmes on infrastructure development are also based on this methodology. The parties discussed the prospects for cooperation in implementing such a programme for civil servants. In particular, they discussed the harmonisation of the training content with the Ukrainian legislation, the possibility of developing a joint specialised training programme for Ukrainian civil servants based on the international version, as well as options for training and conducting training for trainers under the adapted programme.
