On October 2, the final event of the International Technical Assistance Project “Support to Ukraine's Government Reforms” (SURGe), implemented by Alinea International and funded by the Government of Canada, took place in Kyiv. The event was attended by Nataliia Aliushyna, the Head of the National Agency of Ukraine on Civil Service.
The organizers of the event presented the key achievements of the SURGe Project and highlighted the work of the experts and the successes achieved in partnership with the Ukrainian Government during the war and, in particular, with the NAUCS. Nataliia Aliushyna, the Head of the National Agency for State Building, also presented a vision of future projects and programs to support Ukraine.
Nataliia Aliushyna, the Head of the National Agency, added that the Agency's cooperation with the SURGe Project began in 2021. At that time, together with the Ministry of Social Policy, work was underway on the Manual on Tools for Implementing a Gender Approach in the Civil Service. After the beginning of the full-scale war, the work with the Project intensified, in particular, in the area of developing the knowledge and skills of civil servants in strategic planning.
Nataliia Alyushyna noted the School of Strategy Training as a significant success of the cooperation. This is a special short-term training program for category A civil servants. There have already been 3 graduations at this School.
The Head of the NAUCS also thanked the SURGe Project team for the opportunity to improve the quality of work processes in the NAUCS by adapting the strategic planning procedure to work in the ProjectUA system. According to her, together with the SURGe Project experts, it is planned to develop the next Strategic Plan of the National Agency for 3 years, the progress of which will also be monitored in the ProjectUA IT system.
“The NAUCS was the first Agency to start full-fledged work in the ProjectUA system in 2023 to monitor our Action Plan for 2023. This is really what our agency and the civil service as a whole needed. Today, every employee of the National Agency of Ukraine on Civil Service who works in the area of strategic planning works with the ProjectUA IT tool. Each task of the Strategic Plan that the NAUCS performs is also tracked and reported in the system. I personally also check the implementation of tasks every day and monitor the achievement of KPIs. This IT system is an optimal tool that allows us to quickly assess progress and understand where the bottlenecks are,” Nataliia Aliushyna said.
In addition, the Head of the National Agency noted that an interactive dashboard with the results of the National Agency's work in 2023, developed by SURGe Project experts based on the monitoring of the Agency's Strategic Plan for 2022-2024 and the Work Plan for 2023, is available on the Agency's official website.
