According to the results of the regular quarterly monitoring of the number of civil servants, there is a steady trend of personnel outflow. The actual number of civil servants currently stands at 161,575. During the third quarter of 2023, there were 1,978 less civil servants. And taking into account the data for the second quarter, there are 4,678 less.

This was noted by Nataliia Aliushyna, Head of the NAUCS, commenting on the analysis of statistical data on the number of civil servants for the third quarter of 2023. Because of this trend, the number of vacant civil service positions is increasing. There are currently 38,064 of them. 

"During the third quarter of 2023, there were 1,823 more of them than in the second quarter," the Head of the Agency said. 

There are currently 4,075 civil servants in Ukraine (713 of them women) who have been mobilised or are serving in the territorial defence forces of the Armed Forces of Ukraine and volunteer formations of territorial communities. This number has increased by 129 people over the past three months. Since the beginning of the full-scale aggression, 133 civil servants have been killed and 134 injured.

1,977 civil servants are currently abroad. During the third quarter, their number fell by 714 people. Another 5,332 civil servants are in the temporarily occupied territories or in combat areas.
