Today, the NAUCS continued training civil servants on the implementation of the SIGMA Principles of Public Administration in Module 1: Principles of Strategy and Policy Formulation and Coordination. 

The day was fully dedicated to the following three principles of public administration, which relate to the implementation of policies and democratic control mechanisms:

• Principle 5 - on active consultation with all stakeholders in policy development; 
• Principle 6 - on effective implementation of result-oriented policies with minimization of regulatory burden; 
• Principle 7 - on the role of parliament in ensuring coherence of policies and legislation and effective oversight of government decisions.

Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, welcomed the participants. She noted the long-standing partnership with the SIGMA Program, noting that this educational event is not only a training platform, but also a space for sharing experiences and building a professional community that understands the importance of structural changes in public administration.

Presentations during the training day were made by Martins Krievins, Regional Manager of the SIGMA Program. The speaker presented the European standards of public participation in policy-making, modern approaches to implementing decisions and monitoring their effectiveness, as well as interaction between the government and parliament in the process of public policy making. 

The participants discussed practices that ensure high-quality implementation of government decisions, transparent reporting, reduction of excessive regulation without unnecessary bureaucracy, and effective parliamentary control as an element of the balance of power.

The second day ended with a final discussion, during which the participants shared their conclusions, outlined the challenges facing public administration and opportunities for real change. 

There are four more modules ahead, and many more tools for shaping a new quality of public administration.

More information: The training course "Principles of Public Administration: What They Include and How to Implement Them" is conducted by the NAUCS in cooperation with the SIGMA Program, the Center for Adaptation of the Civil Service to EU Standards and the High School of Public Governance. 

Its goal is to develop a strategic understanding of the European SIGMA management standards among Ukrainian civil servants, which is part of Ukraine's integration into the EU. 

The training will last until June 2025.
