NAUCS summarized the results of the Eng4PublicService project

More than 26,000 users. More than 330,000 hours of training. Thousands of certificates and real success stories. For three years now, the Eng4PublicService project has been helping Ukrainian public servants learn English in a systematic, professional and affordable way. On this occasion, on May 01, the NAUCS held a public event “Eng4PublicService: Three Years of Change” to summarize the results, thank partners and recognize the most active participants.  The program is implemented in cooperation with the international educational organization EF Language Learning Solutions Ltd and is an example of an effective partnership that promotes Ukraine's European integration.  

The event was opened by Nataliia Aliushyna, the Head of the NAUCS, who told a personal story that inspired her to launch the initiative: the language barrier experienced by Ukrainians in the first months of the war was the impetus for creating a systematic educational project for public servants.

“Everything we have today is the result of a dream that has become an action. We wanted to make learning English accessible to all public servants. It is not only a matter of knowledge, but also an indicator of openness to the world, integration into global processes, and readiness to work at the level of European standards,” said Nataliia Aliushyna.  

According to the Head of the NAUCS, more than 26,000 registered users on the EF online platform is not just a number, but an indicator of real demand for English learning among public servants. Over the past three years, they have studied 334,000 hours together, received about 21,000 certificates of of professional development.  Over the past three years, they have completed 334,000 hours of training and received about 21,000 certificates of professional development. Today, 106 civil servants of category A; 7,573 civil servants of category B; 16,020 civil servants of category C; and more than 2,000 representatives of local governments are studying on the EF platform. In terms of progress in improving the level of English, civil servants of categories B and C have mastered an average of one level (from A2 to B2) during their studies, and representatives of the senior civil service have mastered one and a half levels (from A2 to C1). There has also been an increase in the number of certificates since the beginning of 2025. In the first quarter, they were 43% more than in the previous quarter. 

The event was also attended by the partners of the Eng4PublicService project, David Bish, Director of Academic Programs at EF, and Carl Johan Westring, Chief Advisor at EF, who noted the depth of cooperation with Ukraine, the high level of user engagement, the dynamics of the project, and the growth of training results, even in times of war. Participants watched videos with feedback from public servants who have studied on the EF platform - real success stories about motivation, change, new opportunities opened by English skills, and new self-confidence.  

The event also recognized the teams of government institutions that have been most actively participating in the project, namely: The Ministry of Justice of Ukraine, the Ministry of Culture and Strategic Communications of Ukraine, the National Health Service of Ukraine, the National Mediation and Reconciliation Service, and the State Service of Ukraine for Transport Safety. The public servants who spent the most hours on training as part of the Eng4PublicService project also received awards.  “Eng4PublicService is no longer an experiment, but a sustainable element of the professional development of public servants. Together, we are shaping a new quality of public service - open, competent, and European. I am grateful to everyone who has joined us in this way - and to those who are just starting out. There are still many opportunities and new success stories ahead,” said Nataliia Aliushyna, the Head of the NAUCS, at the end of the event.
