Ukraine and Japan exchanged notes on a grant to Ukraine for the implementation of a scholarship project for human resource development (JDS)

On August 20, the Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna and the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome signed an Agreement (in the form of an exchange of notes) between the Government of Ukraine and the Government of Japan on providing Ukraine with a grant for the implementation of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) project. 

The JDS program offers young civil servants from Ukraine the opportunity to study at leading universities in Japan. Scholarship recipients will gain expert knowledge and practical skills, enabling them to conduct research in the fields of public administration, economic development, and social policy. Upon their return, they will be equipped to implement effective solutions for the development of their country. 

The Head of the NAUCS noted the importance of Japan's continued support for Ukraine's recovery and reconstruction, as well as the Japanese government's assistance in implementing reforms, particularly in strengthening Ukraine's public administration capacity. 

“We are confident that this project will contribute to the professional growth of Ukrainian civil servants and deepen the partnership between Ukraine and Japan,” Nataliia Aliushyna said.

Additional information: Cooperation between Ukraine and Japan in the field of professional development of Ukrainian civil servants has been actively developing over the past four years. For example, since the end of 2022, 50 short-term training programs have been jointly implemented. Ninety-five persons have been trained in various aspects of public administration.  In 2025, 21 training courses were launched. These included courses on tax and customs policy, local self-government and urban development, internal security, and corruption prevention. In 2025, 21 training courses were launched.
