The Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna presented the progress of the civil servants' remuneration system reform in Ukraine at the international seminar in Riga (Latvia).
Nataliia Aliushyna noted that one of the results of the reforms in Ukraine is the unification of salaries for civil servants in different ministries.
"Previously, the level of salaries for civil service positions fluctuated up to 43%. In 2024, this indicator was leveled out. The average salary for a typical job in similar government institutions is almost the same. One of the reasons is a clear salary structure (70/30)," said the Head of the National Agency.
According to Nataliia Aliushyna, the challenge for Ukraine is to launch the reform in 2025 fully. "Currently, all efforts are focused on supporting the draft law No. 8222 in the Parliament and considering the unique experience when making further decisions," said the Head of the Agency.
In addition, there are several key reform steps, which include the necessary legislative amendments to the Law of Ukraine "On Civil Service" as a special law permanently. It also includes the adoption and updating of bylaws. This is envisaged in Section 1 "Public Administration Reform" of the Plan of Ukraine.
''Ukraine is no longer at the beginning of the road, we have made some progress. We are guided by the SIGMA Principles of Good Governance, clear indicators of the Ukraine Plan, and the Recommendations of the European Commission on the EU Enlargement Package," the Head of the Agency said.
The event, organized by the Support to Improvement in Governance and Management Activity (SIGMA), was aimed at sharing knowledge and experience on civil servants' remuneration systems in different countries. In particular, the participants discussed the legal framework, salary structure, benefits, and unique challenges faced by each country. The participants also discussed the directions of reforming these systems in individual countries in the context of key principles such as equal pay for equal work, transparency, clarity, and affordability in developing an effective remuneration policy. The 2023 Principles of Public Administration developed by SIGMA were also presented and the methodology used to assess countries' compliance with these Principles was explained.
