The Knowledge Management Portal is a modern educational platform that integrates all aspects of professional training for Ukrainian public servants. Over the six years of its existence, the Portal has become an integral part of the educational process, providing access to quality training and competence development for civil servants and local government officials. Since the launch of the Portal in 2020, it has grown into a large-scale knowledge aggregator that brings together all those seeking to improve their skills in public administration. Over the past six years, the number of Portal users has increased 3.7 times, providers - 1.8 times, and authorised persons of HR services - 13.3 times.

Every year, the Portal becomes an increasingly powerful tool for the professional development of public servants. In today's world, where public administration requires quick decisions and adaptation to new challenges, the possibility of continuous learning is becoming critically important.

Since 2020, the number of relevant professional development programmes has increased by 2.6 times, reaching 2026 programmes in 2025. There are also 68 master's degree programmes. The total number of educational programmes on the Portal is 2,094. Over the past year, the topics of the training programmes have been significantly expanded: courses on digitalisation, e-governance, cybersecurity, strategic planning, European integration, anti-corruption, English, gender policy, etc. The portal is constantly being improved and new functionalities are added for both public servants and providers.
One of the first to be introduced was a module for automated competitive selection of providers of the state order for the training of masters in Public Administration and Management and professional development of civil servants and local self-government officials. This is a step towards the implementation of the principles of fair competition, openness and transparency, objective and impartial evaluation of bids, and efficient use of budget funds. Providers also have the opportunity to agree on in-service training programmes, engage teachers/trainers, organise online and deferred distance learning, and evaluate learning outcomes.
In turn, the Portal offers the following functionalities for public servants: tracking enrolment in current programmes, registration for training, online and deferred distance learning, obtaining a certificate of advanced training, and evaluating the quality of training. In addition, the Portal regularly introduces new technological solutions. Thanks to the integration of the Portal with external systems and educational platforms, users have even more learning opportunities (Eng4PublicService project for learning English on the EF online platform, StudyiЯ educational platform).
