The issue of restarting civil service competitions is not an easy one, but it can be handled because the competition procedure in Ukraine worked before the full-scale war. This was stated by Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, at the conference ‘Ukraine's Accession to the EU: Building a Transformational Agenda’.
‘We have clearly defined indicators for the Ukraine Facility in the form of the resumption of competitions for civil service positions. The National Agency needs to develop the relevant acts, amendments to the Law on Civil Service, the Law on Martial Law and restart the competitions, including updating the procedure,’ said Nataliia Aliushyna.
‘We are working on this today, we have a draft law ready to make all these changes and resume the competition procedure,’ said the Head of the National Agency. She also noted that when the competition is resumed, it will be necessary to restore the work of the Unified Civil Service Vacancies Portal. According to the Head of the NAUCS, the portal is in the process of finalising its terms of reference and should be launched in the first quarter of 2026, and competitions for civil service positions should resume in the third quarter of 2026.
Nataliia Aliushyna noted the need to develop human resources. ‘Knowledge tends to become obsolete. Therefore, we are working to ensure the continuous professionalisation of the civil service. The High School of Public Governance, the main educational institution for professional training, allows civil servants to acquire all the necessary knowledge and meet all their professional development needs. One of the current challenges is learning English. We have solved it together with our partner, the international educational company EF. About 25,000 civil servants and local government officials are studying on its online platform,’ said Nataliia Aliushyna.
