The Head of the National Agency of Ukraine on Civil Service, Nataliia Aliushyna, held a working meeting with UNDP Regional Gender Coordinator Umutai Dauletova, UNDP Senior Gender Advisor in Ukraine Maria Adelazia Divona, and UNDP Gender Coordinator Myroslava Mosiyuk.
The discussion focused on the main results of the NAUCS and the High School of Public Governance in ensuring equal opportunities for women and men in public administration.
The Head of the Agency spoke about the initiatives taken to ensure equal rights and opportunities for women and men and to overcome all forms of gender discrimination in the civil service. In particular, the NAUCS ensures the integration of the gender component into the civil service system. The number of women among civil servants of category A is 27.3%. At the same time, the ambitious goal for 2030 is to achieve 40% representation of women in senior positions in public administration.
The NAUCS has also improved the procedure for collecting and processing information on the number of civil servants: the report form has been detailed and expanded to include indicators on persons working in public institutions, including by gender.
Equally important is the issue of professional development of public servants on ensuring equal rights and opportunities for women and men. Thus, last year, 36,216 people were trained in gender equality and non-discrimination at the High School of Public Governance and regional training centers. A number of thematic courses were developed, trainings for trainers were held, and manuals were developed for the professional development of trainers.
Traditionally, an international seminar on gender equality in the civil service is held as part of the Richelieu Forum of the Public Service. The All-Ukrainian competition for creative works among young people is held annually. Last year, the largest number of entries were submitted in the Equal Rights and Opportunities for Women and Men nomination.
The National Training Center for Preventing and Combating Gender-Based Violence was also founded. This is a joint initiative between the High School of Public Governance and the United Nations Population Fund in Ukraine.
As part of the center's activities, 8 professional development programs have been developed and 2,935 people have been trained. In 2025, the High School of Public Governance will provide professional development for 600 people in the following areas:
