The Head of the National Agency of Ukraine on Civil Service, Nataliia Aliushyna, held a working meeting with representatives of the European Federation of Public Service Unions and the UK Public and Commercial Services Union.
During the meeting, Nataliia Aliushyna noted the importance of cooperation with trade unions to build social dialogue. The Head of the Agency also spoke about key civil service reforms as part of the public administration reform. In particular, she spoke about the reform of the civil servants' remuneration system based on the classification of positions and the introduction of the HRMIS system. ‘We have an extremely ambitious task to connect all government institutions to the system in a few months and ensure digital information circulation,’ said Nataliia Aliushyna.
The Head of the NAUCS also noted the importance of the professional development of civil servants in the field of public relations and social dialogue. Thus, in 2023-24, 28,693 public servants studied dialogue as an approach to solving sensitive issues at the High School of Public Governance and regional training centres. Since 2021, about 6,000 public servants studied in public relations programmes. Nataliia Aliushyna also spoke about the role and place of the High School of Public Governance in the system of professional development of public servants. In a fairly short time, the School has become an educational flagship. Last year, about 30,000 public servants studied there. This is 62% of the total number of those who improved their skills last year.
Representatives of the European Federation of Public Service Unions and the UK Public and Commercial Services Union expressed their readiness for further cooperation and exchange of experience.
