New opportunities for public servants to learn English were discussed during a working meeting between Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, and Jasmine Bourne, Deputy Head of Social Recovery Programs and Projects at the British Embassy in Ukraine, and Anastasia Gorashchenko, Manager of the Chevening Scholarship Program.
Nataliia Aliushyna noted the importance for Ukrainian public servants to get rid of the language barrier and communicate fluently in English. According to the Law on the Status of the English Language, which will come into effect after the martial law is lifted, civil servants of category B will have 4 years to master it, while category A will have 2 years. In addition, the negotiation process on Ukraine's accession to the EU is ongoing. So those responsible for these processes must also be fluent in English.
To help public servants communicate fluently in English, the NAUCS has already taken a number of steps. For example, it signed a Memorandum of Cooperation with EF Language Learning Solutions, the world's largest educational company. Later, the Eng4PublicService project was launched to provide free English language training for public servants. Currently, more than 25,000 civil servants and local government officials are studying English for free on the EF platform, and almost 20,000 certificates have been issued. In turn, representatives of the British Embassy in Ukraine spoke about the British Euro-Atlantic Language Training (BELT) program. The program was launched in early 2025 and is designed to help improve the English language skills of civil servants involved in Ukraine's Euro-Atlantic integration. The project, implemented by the British Council, will last for 3 years. Each year, 1400 civil servants will be trained through a combination of individual lessons, small group classes, workshops and online courses.
