Nataliia Aliushyna, the Head of the NAUCS, presented a public report on the Agency's results in 2023 and announced the priorities for 2024

A public report on the Agency's results in 2023 was presented by Nataliia Aliushyna, the Head of the NAUCS. The event was attended by members of the NAUCS Board and the Public Council under the NAUCS, as well as representatives of NGOs, experts and the media. Nataliia Aliushyna spoke about the achievements of the National Agency over the past year and outlined the priorities for 2024.

"This second year of full-scale war was a time of institutional resilience of the state and our public service. We have resisted. We have maintained control of the country despite the daily challenges of wartime. To defeat the enemy, we must become stronger. To do this, we need systemic changes. They consist of a systemic transformation of the state's administrative apparatus. This transformation consists of individual steps that outline the reform strategy. We trained civil servants in English, launched a Recovery Reserve, supported important documents, increased the educational value of our High School of Public Governance, and implemented our points of the government's remuneration reform. All this is our investment in the institutional strength of the state. In good governance, in professional civil service, motivated personnel, in a strong, fair and attractive country. These and other factors are bringing us closer to Victory, economic recovery and accession to the European Union," the Head of the NAUCS said at the beginning of her speech.

According to her, the achievements for 2023 were a little different than in previous years. Among the main results of the NAUCS' work, she noted the adoption by Verkhovna Rada of the Law "On Service in Local Self-Government", which defines the legal and organisational principles of public, professional, politically impartial service in local self-government bodies; approval in the first reading of the draft law on the introduction of unified approaches to remuneration of civil servants based on the classification of positions; development and scaling of the Human Resources Management Information System in public authorities (HRMIS), development of the Eng4PublicService project; formation of a Personnel Recovery Reserve for the de-occupied territories; achievements in the field of professional training of public servants in Ukraine and abroad; strengthening the Higher School of Public Governance, etc. 

In 2023, the NAUCS also developed the human resources management services of state bodies, provided them with methodological support, worked on the formation of an organisational culture of the civil service, protected the rights of citizens to access the civil service, introduced results-based management tools in the civil service, etc.

Nataliia Aliushyna expressed her gratitude to the NAUCS team and all partners who supported the Agency's initiatives.
