Representatives of the Republic of Croatia visited the NAUCS

The National Agency of Ukraine on Civil Service, the High School of Public Governance and the Polytechnic University of Šibenik (Republic of Croatia) see the prospects of cooperation in the professional training of civil servants to organise the negotiation process on Ukraine's accession to the EU. 

This was discussed during a working meeting of the Head of the NAUCS, Nataliia Aliushyna, with Anica Djamic, Ambassador Extraordinary and Plenipotentiary of the Republic of Croatia to Ukraine, Ljubo Runić, Rector of the Polytechnic University of Šibenik, and other representatives of the Republic of Croatia.

According to Nataliia Aliushyna, the NAUCS is exploring various opportunities to improve training programmes for civil servants in the field of European integration. In particular, the experience of countries that have already completed the EU accession process is being studied.

The Government of Ukraine has tasked the Agency and the High School of Public Governance to organise training for civil servants responsible for planning, coordinating, monitoring and reporting on the implementation of Ukraine's commitments in the field of European integration.

"We are open to cooperation and ready to implement joint projects. We have successful experience in cooperation with European educational institutions. The High School of Public Governance has great educational potential. Soon, we are planning to hold an international seminar on "Organisation of the EU Negotiation Process: Experience of Foreign Countries". We are also planning to launch an international project "Training Hub for Ukrainian Civil Servants on European Integration". It will be implemented with the support of the EU," said the Head of the Agency.

According to her, specialists in EU integration coordination need training in 5 key topics. These include, in particular, knowledge of EU sectoral legislation and EU standards in the relevant area of policy and legislative adaptation activities, theory and practice of the negotiation process, development of analytical documents (positions, reports, policy briefs), and the process of harmonisation of Ukrainian legislation with EU law. 

The National Agency has a successful experience of cooperation with educational institutions and organisations. In cooperation with the Natolin4Capacity Building project and the College of Europe in Natolin, the Natolin4Capacity Building educational platform was created. More than 6,000 civil servants have already been trained in 16 online courses on various aspects of EU functioning.

The NAUCS also launched the project "Eng4PublicService" together with the international educational organisation "EF Language Learning Solutions". The project is implemented on the platform of the Knowledge Management Portal. More than 19,000 civil servants from nearly 950 government agencies are learning English. 

In 2023, the High School of Public Governance implemented 18 professional training programmes in the field of European integration. The School and the Hans Seidel Foundation also developed a training programme "Negotiations with the EU and the Dynamics of Decision-Making: A Practical Guide".
