OECD experts start preparations for public administration review in Ukraine to strengthen democratic governance

As part of the cooperation between the Government of Ukraine and the Organisation for Economic Co-operation and Development (OECD) in the context of the dialogue on accession to the Organisation, OECD experts have started preparations for the Public Administration Review in Ukraine. 

A roundtable discussion was held to discuss the start of the Review, which aims to research the most important topics in public governance, to provide individual analysis and recommendations for Ukraine. This will help to continue Ukraine's progress towards the next level of public administration and bring the country closer to the latest OECD standards and practices in public administration, which will ultimately contribute to strengthening democratic governance in Ukraine.

The roundtable was attended by Oleg Voitovych, Deputy State Secretary of the Cabinet of Ministers of Ukraine, Elsa Pilichowski, Director of the OECD Directorate for Public Administration, Gregor Virant, Head of the SIGMA Programme, experts from the OECD, the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Digital Transformation of Ukraine, and the Ministry of Culture and Information Policy of Ukraine.

The NAUCS was represented by the heads of the relevant General Departments, in particular, Nataliia Krinska-Sharay, Director of the General Department for Remuneration Policy and Functional Development of the Civil Service, Yuliia Marushkevych, Director of the General Department for Personnel Management in the Civil Service and Local Self-Government, Oleksandr Pasko, Director of the General Department for Digitalisation in the Civil Service.

During the roundtable, the key stakeholders who will participate in the Public Administration Review from Ukraine and the OECD were introduced. The participants of the event were also presented with the topics in public administration selected for the sections of the Review, discussed organisational issues and the schedule of the Review.

The OECD representatives presented in detail the objectives of the Public Administration Review, its activities, processes and approaches, as well as how it complements the ongoing activities based on the results of the SIGMA Monitoring Report. 

In addition, the 5 sections of the Review were presented and the key topics and issues facing Ukraine that need to be addressed in each section of the Review were discussed. These include 1) Strategic planning as a necessary precondition for the country's recovery from the war and achievement of long-term goals; 2) Public participation as a guarantee of transparency in decision-making; 3) The future of the civil service: building a professional, honest, politically neutral civil service; 4) Using advanced innovations and technologies (including AI) to provide services to citizens and businesses; 5) Combating false information and disinformation and strengthening its reliability.

At the end of the event, the participants discussed the next steps, including the dates of online meetings to discuss the work on each section of the Review in more detail in March-April 2024.
