The Head of the National Agency of Ukraine on Civil Service Nataliia Aliushyna met with Morten Enberg, Director of the USAID "RADA: Next Generation" Program (RANG). The participants discussed possible ways of cooperation and joint activities in the public service. One of these is a pilot project to introduce a policy-maker Accelerator in the NAUCS.
According to Nataliia Aliushyna, one of the Agency's tasks is to create conditions for training qualified personnel to implement state policy. A lot of attention is also paid to working with young people and attracting young professionals to work in public authorities.
The purpose of this pilot project is to help young people develop professional knowledge and competencies in policy-making in public service and public administration. It also aims to train motivated professionals for their further employment in public authorities and local self-government bodies.
Young people with a bachelor's degree or higher and who are not civil servants or local government employees are expected to participate. The selection will be made by a competition committee.
Yulia Marushkevych, Director of the General Department for HR Management in the Civil Service and Local Self-Government, spoke about the main tasks of the Accelerator.
These include:
- to draw the attention of young people to employment opportunities in the public service;
- to share knowledge and experience in public policy-making with young people;
- to create new professional communities, increase the number of communication platforms for policymakers;
- to attract talented young people to work in public authorities;
- to promote the practice of involving young people in public policy-making;
- to prepare and submit proposals for solving problems in public policy to the state authorities.
The result of this project will be the practical training of young people who will have the necessary knowledge and skills to work in public policy-making. In turn, government institutions will receive a list of policymakers who can be invited to fill vacant positions.
Representatives of the USAID "RADA: Next Generation" Program were interested in the project. The parties also agreed to sign a Memorandum of Cooperation.
