The tasks of the NAUCS are defined in the Government's Priority Action Plan for 2024 in the section "Effective Digital State". The relevant document was approved at a Government meeting on 16 February.
The tasks include amendments to the Regulation on the System of Professional Training of Civil Servants, draft acts to continue the reform of the civil servants' remuneration system based on the classification of positions from 2025, and the introduction of a human resources management information system in government institutions (HRMIS).
In addition, the NAUCS will work with the Ministry of Digital Transformation to modernise the HR management system using digital technologies.
Another important area is to provide training for civil servants of category "A" in a general short-term training programme on the role of the manager in building an integrity community in the organisation. At least 33 heads of government institutions are to be trained.
In 2024, the Human Resource Management Information System (HRMIS) should be implemented in 65% of ministries and other central executive bodies. This automated system is designed to operate a single database and digitalise processes related to human resources management functions.
To regulate the issue of professional training of local self-government officials, a draft resolution of the Cabinet of Ministers of Ukraine should be developed to amend the Regulation on the System of Professional Training of Civil Servants, Heads of Local State Administrations, their First Deputies and Deputies, Local Self-Government Officials and Deputies of Local Councils, approved by the Cabinet of Ministers of Ukraine on 6 February 2019, №106.
