Nataliia Aliushyna, the Head of the National Agency of Ukraine on Civil Service, and Marjan Jukic, the Deputy Chief of the USAID НOVERLA Project in Ukraine, discussed ways of further cooperation during a working meeting.
In particular, they discussed cooperation in implementing the new version of the Law of Ukraine ‘On Service in Local Self-Government Bodies’ (No. 3077).
The NAUCS and the USAID НOVERLA Project in Ukraine already have experience working together. Thus, the USAID experts are members of the working group on the development of bylaws provided for by Law No. 3077 and the Coordination Centre for implementing the Law.
In addition, in May 2024, a joint roundtable with the NAUCS and the USAID НOVERLA Project discussed practical issues of implementing Law No. 3077. In addition, project representatives are members of the Expert Advisory Council for the approval of advanced training programs for civil servants, heads of local state administrations, their first deputies and deputies, local government officials, and local council members under the National Agency of Ukraine on Civil Service.
Among the joint projects, they discussed the possibility of implementing the Roadmap for the Implementation of Law No. 3077, particularly the development of an interactive commentary on the Law. It includes the development of a special online resource with the text of Law No. 3077 and hyperlinks to relevant bylaws, explanations, guidelines, best practices, document forms, decisions of local councils, etc. They also discussed the quality of training activities for local authorities and civil servants.
Another joint project is the development of an interactive map of training activities of international technical assistance projects and programs for local government officials and civil servants. This will help coordinate efforts and prevent duplication of topics, monitor the quality of the prepared training programs, and conduct research on the quality of professional development for local government officials.
