The Head of the NAUCS, Nataliia Aliushyna, met with the Head of the Department for the Implementation of Human Rights Standards, Justice and Legal Cooperation of the Council of Europe, Lilia Gretarsdottir, and the Senior Specialist of the Council of Europe's HELP Project for Ukraine (Human Rights Education for Legal Professionals) Halyna Smirnova. They summed up the results of 2-year cooperation and discussed plans for 2025 in the professional training of public servants.
The Head of the NAUCS expressed her gratitude for supporting the NAUCS educational initiatives implemented by the High School of Public Governance and the Council of Europe HELP Project.
‘We are grateful to the Council of Europe for understanding our needs and for fruitful cooperation. It raises awareness of our public servants about the application of European human rights standards,’ said the Head of the NAUCS.
According to Nataliia Aliushyna, these included tutoring courses on related topics such as anti-discrimination, internal displacement, and human rights in the Armed Forces... The three tutoring courses were attended by 162 public servants, including eight civil servants of category A. More such courses are planned for this year. In addition, training programmes for public servants on human rights and anti-discrimination are being developed and implemented. Two of them (on anti-discrimination and protection of the rights of internally displaced persons) have been attended by 170 civil servants. This training will continue in 2025. A separate area of cooperation between the NAUCS and the HELP Project is the training of trainers. So far, 37 trainers have been certified and will continue to deliver HELP courses to various audiences.
‘In times of war, the preservation of the professional core of the civil service and the country's overall management potential is a crucial factor for us. Therefore, the observance of human rights is becoming one of the priority topics for the NAUCS in the professional training of civil servants,' the Head of the NAUCS said. She noted that in 2024, the Agency developed and approved seven general short-term programmes for educational institutions on human rights and combating discrimination, in particular on ethnic grounds. The High School of Public Governance and regional in-service training centres trained 6,733 people on these issues. Among them are 4157 civil servants and 2576 local government officials.
Following the meeting, the parties agreed to continue cooperation in the area of professional training for civil servants and local government officials. In particular, the parties agreed to train trainers and launch tutoring courses on various topics such as transitional justice, international humanitarian law, and child protection, including in the context of full-scale war, cybercrime and electronic evidence, etc.
